Building permit applications to the City of Effingham were very active during the first two quarters of calendar year 2026. The Building Official’s Office received applications for 102 permits during the period, in comparison to 184 for all of 2025. 31 of the 102 permits were for new dwelling units, and the total investment in construction in the city was approximately $20 million during the first half of this year.
In recent years, the City has expanded its Enterprise Zone and Tax Increment Financing (TIF) programs to include housing incentive components, which have facilitated the growth of housing expansion in Effingham.
