 Jasper Board Adopts Debt Certificate to Help Fund New Courthouse

Jasper County board members voted Tuesday to adopt a debt certificate that will help fund construction of a new courthouse in Newton.

The vote was 4-1 in favor with three members absent for the special meeting. There was one abstention.

In August of 2025, the Board approved a construction loan agreement with Peoples State Bank. The terms of the agreement called for a debt certificate, which can be used to fund the project.

A majority of the project cost is to be paid from an Energy Transition Community Grant that Jasper County is eligible for until 2033.

The Board voted 5-4 in May to award the construction bid to low bidder Grunloh Building of Effingham at $7,339,500. Grunloh Building was the low of six bidders on the project.

Also at the May meeting, the Board rejected a proposal regarding moving the contents and offices of the courthouse to the health annex building and county storage building in preparation for the construction project.
