The Effingham Police Department arrested Joshua J. Hutson, 36, Teutopolis, at approximately 1:18 P.M. on September 13, 2026, for Grooming, a Class 4 felony under 720 ILCS 5/11-25.
The arrest followed a complaint about online communications involving an individual believed to be under 17 years of age. During the investigation, Hutson was located in Effingham and taken into custody at that time.
“Protecting children from those who seek to exploit them is one of our highest priorities,” said Chief Kurt Davis. “We take these types of allegations extremely seriously, and our officers will continue to thoroughly investigate information brought to our attention and take appropriate action when the evidence supports criminal charges. We encourage anyone who has information regarding the exploitation or grooming of a child to report it to law enforcement.”
