 Plan Commission Recommends Rezonings for Several Commercial Projects

The Effingham City Plan Commission Tuesday recommended several rezonings by the City Council.

One project is to rezone 605, 607, 609 and 611 West Fayette Avenue and 600, 602, 604, 606, 608 and 610 West Edgar Avenue. The recommendation is to rezone the parcels to general commercial district. The properties are currently zoned either neighborhood shopping district or multiple-dwelling district.

Speer Holdings, Carol and Elvan Wallace, Karen Etter and Jeffrey K. Speer Trust are the petitioners or owners of the property. Petitioner Jeff Speer said he has been working to develop the parcels since 1995. Once Fayette Avenue was redeveloped in that area, it opened it up for development. One petitioner plans to locate a Scooter’s Coffee Shop on a portion of the property.

Another item recommended for Council approval is the vacation of an alley at Linden and Maple Streets and Fayette and Edgar Avenues.

Another rezoning recommended for Council approval is a property along Illinois Route 32/33 that has been utilized by Maxedon Outdoor Solutions and will now be utilized for a 20,000 square foot warehouse for CW Motorsports. A neighboring farmer, Paul Webb, has concerns over increased water runoff. City officials said a site plan will be needed for the project and that concerns over runoff will be addressed at that time.

Another item Tuesday involved CW Motorsports’ former location, which at one time was the home of Habbe Wholesale at 110 Henrietta Street. Petitioner Matt Dammerman is hoping to use the property for warehousing, in addition to the current use by Elite Realty. Dammerman is seeking a special use permit from the Council for the project.

Commission members approved a site plan for Farm Credit Illinois’ new home. The business is relocating from along US Route 40 between Effingham and Teutopolis to 15831 East 1600th, which is the Teutopolis frontage road. The developers have plans for a 19,940 square foot single story building.

The Commission recommended approval of a plat of Blue Beacon Subdivision #2 on Evergreen Avenue, just west of the Keller Drive interchange. Blue Beacon is purchasing the property.

Commission members also recommended the Council approve a plat of Hawickhorst Subdivision, involving four large lots, one of which houses a sewer lift station. The proposed subdivision provides for the westerly extension of Airport Road, west of South Banker Street to an extension of Schutzbach Street connected to Thies Avenue. The City is in the process of acquiring right of way for the north half of the Airport Road extension. The end goal is to add traffic signals at the intersection of South Banker and Airport Road.

Another plat involves a replat of the first addition of of Voyles Utz Subdivision. The parcel is now made up of two lots. One lot will be subdivided into two lots, and the other lot will be subdivided into seven lots. The property is located on the east side of North 4th Street between the interstate and Rickelman Avenue.
