 Citizens Police Academy Graduates Recognized

The Effingham Police Department recently recognized the graduates of the 2026 Citizens Police Academy during an Effingham City Council meeting.
The Citizens Police Academy is an eight-week program designed to provide community members with insight into the operations and philosophy of the Effingham Police Department. Participants receive an in-depth look at departmental capabilities and procedures, hands-on exposure to police equipment, and the opportunity to complete an on-shift ride-along for a first-person look at police activity.
Academy members are Michael Robison, Alan Waggoner, Jane Thoele, Andrew Baxter, Elizabeth Homann, Michelle Schwengel, Greg Lueken, Cassandra Hartke, James Hippchen, Linda Lou Meinhart, Elixa Enriquez Gabriel, Violet Marshall, Heidi Clouse, Kristyn Bowman, John Taliwaga, Stephanie Singh, and John Richards.
This year’s academy included instruction on department operations, patrol, investigations, narcotics, police K9 operations, drone operations, the School Resource Officer program, 911 operations, corrections, use-of-force training, and other specialized areas of public safety.
The Effingham Police Department said the graduates are appreciated for taking the time to learn more about local law enforcement and for their continued support of public safety in the community. The department also thanks the Effingham County Sheriff’s Office for its assistance and participation in this year’s academy.
