 County Board Closes the Books on Fiscal Year

The Effingham County fiscal year ends November 30, and the County Board closed the books on the year at a special meeting on Monday.

The Board approved the fiscal year tax levy. The measure was amended by an additional $20,000 in the 708 Fund for mental health care, and the total levy was reduced by the same amount.

The Board also approved the fiscal year budget. The income of the hotel/motel fund was raised to mirror the income level. Also, due to the reduction in committee meetings, the amount allocated for per diem was accordingly reduced. Funds are set aside in the sheriff’s office for contract negotiations. Contract talks in the circuit clerk office, liability insurance, and the opioid settlement are all adjusted for the budget.

Board member Norbert Soltwedel wondered about expenses for animal control since income is down. Soltwedel said some animals stay there for some time, so what should be done about the issue?

Also Monday, the Board approved a Downstate Major Case Squad Intergovernmental Criminal Justice Service Assistance Agreement. Sheriff Paul Kuhns said the case squad would be similar in the Metro East area although it is “in the formative stages”.

County Treasurer Deb Ruholl said her office is working on a delinquent tax list, with the tax sale to be held next month.
