Illinois State Police (ISP) Division of Criminal Investigation Special Agents arrested 65-year-old Donna Toberman of Vandalia,, adoptive mother of 14-year-old Kylie M. Toberman, for four counts of Unlawful Possession of Firearm Without Requisite Firearm Identification Card.
Stemming from the death of Kylie M. Toberman, on November 14, the ISP, Vandalia Police, and the Child Death Investigation Task Force executed a search warrant at Donna Toberman’s Vandalia residence located in the 1100 block of W. Gallatin Street. During the search, multiple firearms were located inside the home and law enforcement verified that Donna Toberman did not possess a valid Firearm Owner’s Identification Card.
On November 20, ISP Special Agents presented their case to the Fayette County State’s Attorney’s Office, who approved four counts of Unlawful Possession of Firearm Without Requisite Firearm Identification Card. Donna Toberman was arrested and transported to the Fayette County Jail.
