Clay County State’s Attorney Phillip M. Givens announced that Garrett Cosner, 23 years of age, of Flora, Illinois; Steven Moore, 32 years of age, of Flora, Illinois; and John Mulvaney, 52 years of age, of Kinmundy, Illinois, were sentenced to time in the Illinois Department of Corrections on July 21 in Clay County Circuit Court.
Cosner was charged with Aggravated Battery of a Peace Officer, a Class 2 Felony, on June 10, 2025. The charges alleged that Cosner punched a Clay County Deputy who was engaged in his official duties as a peace officer at the Clay County Sheriff’s Office on June 9, 2025. Cosner pled guilty to the charge on July 21, 2025, and was sentenced to 5 years in the Illinois Department of Corrections. He will have a 1-year period of Mandatory Supervised Release.
Moore was previously placed on 24 months of probation for Unlawful Possession of Methamphetamine, a Class 3 Felony, on December 18, 2024. Moore violated his probation by failing to report to Probation as directed and testing positive for methamphetamine during a drug test. Moore admitted to violating his probation on May 9, 2025. Upon completion of a contested sentencing hearing, Moore was sentenced to 5 years in the Illinois Department of Corrections on July 21, 2025, by Judge Joel Powless. He will have a 6-month period of Mandatory Supervised Release.
Mulvaney was previously placed on 24 months of probation for Unlawful Possession of Methamphetamine, a Class 3 Felony, on January 17, 2024. Mulvaney violated his probation by failing multiple drug tests. He admitted to violating his probation on April 28, 2025. Mulvaney was sentenced to 3 years in the Illinois Department of Corrections on July 21, 2025. He will have a 6-month period of Mandatory Supervised Release.
The investigations were conducted by the Clay County Sheriff’s Office, Flora Police Department, and Clay County Probation Department.
