On Wednesday morning, the Law Enforcement Torch Run kicked off in downtown Effingham. As Greg Sapp reported live from the scene, Special Olympic Athletes, organizers, and law enforcement personnel were cheered on as they began the relay along 3rd Street, north out of Effingham towards Mattoon.
