 County Board Hears from CSS Director on Progress on New Facility

Effingham County Board members Tuesday heard from Community Support Systems Executive Director Andy Kistler on progress on their expansion facility.

The building in Teutopolis will double in size to 30,000 square feet and will allow all operations to be housed under one roof.

Kistler said they have a goal of raising 25% of the project cost, and said they’re halfway toward the goal.

While the project is being completed, Centenary United Methodist Church in Effingham is letting CSS use their Sunday School classrooms through the week so the daily operation can continue.

In regular business, the Board approved a resolution concerning personal property replacement tax distribution, approved an amended fiscal year salary ordinance, approved an online code of ordinances, approved the 2026 mileage rate, and named Todd Hull to another term on the Economic Development Advisory Board.

The Board approved a replat of a lot in Mead Subdivision, and approved Catherine Bailey as a fulltime EMA Assistant. Bailey has been working for the Health Department.

There was no action on an agreement with the Fraternal Order of Police on a contract with employees of the Sheriff’s Office, as language is yet to be received from the FOP.

Board members Tim Ellis and Chris Keller were not present for Tuesday’s meeting.
