The U.S. Education Department's civil rights office has determined Connecticut's policy allowing transgender girls to compete as girls in high school sports violates the civil rights of the athletes who were born female.

The decision comes after several born-female track athletes filed a complaint saying the transgender athletes had an unfair physical advantage. The civil rights office says it may try to withhold federal funding over the policy, which allows athletes to participate under the gender with which they identify. Connecticut is one of 18 states that allow transgender high school athletes to compete without restrictions.
