A report out Tuesday from the California Horse Racing Board on a string of horse deaths at Santa Anita racetrack found no illegal drugs were used on the horses, and 39 percent of the 23 deaths between December 2018 and March 2019 took place on surfaces affected by wet weather.

The long-awaited report found no single cause for the deaths, however Dr. Rick Arthur, the racing board's equine medical director, said on a conference call, “The indication is horses are overtrained and overraced.”
