The Effingham City Plan Commission Tuesday voted to recommend the City Council vacate a portion of the alley behind Andes Health Mart Pharmacy and to rezone the four lots from 804 to 810 West Edgar Avenue from single-family residence district to neighborhood shopping district.

Andes Health Mart owner Chip Andes said the front of his property was eliminated by the Fayette Avenue reconstruction project, so he plans to build a new structure west of the current building. Andes would like access and egress off Edgar Avenue to the south, and that was opposed by neighbors in that same portion of Edgar due to the lighting, and due to expected increases in traffic.

Again, the City Council will have the final say on the items addressed Tuesday, plus there will be site plans developed for the property that will also govern its use.

The Commission also approved a plat of property on the northwest corner of Pike Avenue and Heartland Boulevard, and the southeast corner of Avenue of Mid-America and Outer Belt West. There was no information as to how the parcels will be utilized.
