Effingham Man Arrested in Centralia Aggravated Criminal Sexual Abuse Case

Kevin Portilla-Vamora, 24 of Effingham, has been arrested on a warrant issued last June in Marion County Court for aggravated criminal sexual abuse.

Portilla-Vamora was taken into custody by State Police on Wednesday. He was brought to the Marion County Jail where he later posted $3,500 cash bond and was released.

Marion County State’s Attorney Tim Hudspeth says the warrant was issued in June 2021 following a State Police investigation into an incident in February of last year. Portilla-Vamora and at least one other man are accused of inviting at least two 13 to 17-year-old girls to an apartment in Centralia where the alleged sexual act occurred. The incident reportedly began when the men talked to the girls while they were walking along West Broadway complimenting them on their looks.

The alleged sexual abuse was not reported by the victims, but an investigation was started by State Police after talk about the incident was overheard.
