Library Board Discusses Non-Resident Fee, Strategic Plan

Effingham Public Library board members have crafted a new non-resident fee for the coming fiscal year.

Library Director Amanda McKay said the traditional formula would have raised the fee by more than usual. 

Instead, the library is inviting those out of district residents who want to use library services to bring their tax bill to the library. They will take the equalized assessed valuation, subtract any tax exemptions you qualify for, then multiply the balance by the tax rate.

McKay said some of the patrons will see an increase in what they pay, but others will see a reduction and still others will not see much change in what they pay.

The Board also elected its officers for the next fiscal year, and there are no changes. Jared Chesnut and Matt Greider will remain co-presidents, Charlene Topel the secretary, and Shelby Dasenbrock the treasurer. The Board presented its Quarterly Service Award to Bob Orlandini. A co-worker commended Orlandini for his "get it doneness". 

Library board members also heard from Christo Schultz of Midland States Bank regarding investment services. Schultz's presentation was in light of a gift of $70,000 from the estate of the late Dr. Herbert Austin. The Board is also receiving input from SC3F and the Southeastern Illinois Community Foundation on investment strategies.

The library board also discussed a timeline for further work on their Strategic Plan. McKay hopes to have the plan formulated by the October board meeting. She said they will be seeking input from residents both in and outside the city.
