City Chooses Deputy Administrator

Effingham City Council members Tuesday appointed Dennis Presley as Deputy City Administrator.

Presley, who is expected to be in Effingham Wednesday, will succeed Kelsey Lock as deputy administrator. Lock is going to work in her family business.

Presley comes to Effingham from East Prairie, Missouri. He has administrative experience, as well as experience as a police officer, experience in the healthcare field, and as a grant writer.

The Council granted a special use permit for Chet Kiefer and Kiefer Solutions to develop miniwarehouses along Kiefer's property on South Banker and a two-acre tract to the east. A similar special use permit, also for miniwarehouse development, was granted the Rosemary and Frederick Niebrugge Trust along Rickelman Avenue. The Council also okayed a rezoning for land owned by Keith and Jill Hartman on Blohm Avenue and Veterans Drive from non-urban to R-3B two-family duplex dwelling district.

Council members also discussed a sewage pre-treatment program for waste other than domestic waste to make the other sewage acceptable. It was also agreed that an armored vehicle could be located in Effingham through the ILEAS Program for use in crime fighting. The City will maintain the vehicle.

Mayor Pro-Tem Hank Stephens presided over the meeting in the absence of Mayor Mike Schutzbach.
