Fatal Crash 2020

This report has been updated with corrected information from Illinois State Police

One person was killed and two more were injured in a crash just after midnight Sunday morning west of Effingham.

Police report a SUV driven by 33-year-old Andrew Welter of Effingham was westbound on US Route 40, just west of Lake Sara Road at 12:11am when he drove into the eastbound lane at what authorities termed a high rate of speed. Welter's vehicle struck an eastbound vehicle driven by 28-year-old Mara Ferguson of Charleston. Police say Ferguson swerved to the left, but was still struck head-on by the Welter vehicle.

A passenger in Ferguson's vehicle, 29-year-old Alyssa M. Rhodes of Charleston, was fatally injured in the crash. Effingham County Coroner Kim Rhodes pronounced Rhodes dead at the scene of the crash.

Ferguson was transported to Carle Foundation Hospital in Urbana. Welter was initially taken to HSHS St. Anthony's Memorial Hospital in Effingham, then was transferred to Carle Hospital.

An autopsy to officially determine the cause of Rhodes' death is scheduled for Tuesday morning at Champaign County Regional Autopsy Facility.

The Effingham County Coroner's Office, the Illinois State Police, and the Effingham County State's Attorney's Office are continuing their investigation into the crash. Other agencies assisting were the Effingham County Sheriff's Department, Shumway Fire Protection District, Altamont Police Department, Abbott EMS, Illinois State Police ARO Team and the Illinois Department of Transportation.

The initial report from Illinois State Police indicated Rhodes was a passenger in Welter's vehicle; she was a passenger in the Ferguson vehicle.

Welter was cited for DUI, improper lane usage, and failure to reduce speed to avoid the crash. The Illinois State Police Traffic Crash Reconstruction Unit is continuing its investigation.
