Teutopolis Village Board Makes Change Allowing Those Outside Village Limits to Serve in Appointive Offices

The Teutopolis Village Board Wednesday voted to abolish a residency requirement for those serving in appointive offices.

The change was made to allow flexibility in choosing a successor for longtime Village Clerk Sharon Will, who will be retiring next spring. Village officials say they have some good applicants, but they live outside the village limits.

The clerk's position used to be an elective office, and elected officials are required to live within the village limits. The clerk's position is now an appointive office. 

In researching the matter, village officials found the ordinance concerning residency requirements has been on the books since 1860. 

The Board Wednesday also paid a close to $200,000 pay estimate for work done on the Route 40 project on the west end of the village; awarded a bid to Larry Heuerman for street maintenance materials; and agreed to spend up to $2,200 for additional banner brackets to be used around town. The brackets will be used for banners recognizing the Teutopolis High School Class of 2020.

Board members also authorized Village Board President Greg Hess and Clerk Will to finalize a loan for infrastructure expenses. The loan was taken until the Village began receiving Tax Increment Financing funds. Now that those monies are coming in, they can be used to pay off the loans.
