Wilhour Discusses Back to Business Plan During Chamber Webinar

St. Rep. Blaine Wilhour Thursday said the Back to Business Plan for getting Illinois' economy moving is a good option as it moves the process along quicker for getting the economy revived.

Wilhour was the guest speaker during a webinar conducted by the Effingham County Chamber of Commerce. He said the 14-day periods for each of his three phases would get things back to normal sooner than the governor's Restore Illinois plan that involves five phases of 28 days each.

Wilhour pointed out that a number of area health departments were a part of developing the plan, which he says are the agencies tasked by law with dealing with such issues. If there are flareups of cases of COVID-19, the plan has provisions for slowing or reversing the process.

While acknowledging that the plan is advisory, Wilhour contends that so is the governor's plan, saying he believes that the governor's executive orders are unenforceable because they aren't backed by law.

As far as what practices a business should follow during the reopening process, Wilhour said there are provisions in his plan and the governor's plan for proper safeguards.
