Clay County board members Tuesday voted to table the Back to Business plan, a proposal for re-opening south central Illinois.

After considerable discussion, a committee of three board members and Clay County State's Attorney Andrew Koester was established to review the proposal and to see whether there are other better options for a phased reopening. There was no timetable as to when the committee would report back to the full board, and the possibility of scheduling a special meeting to consider acting on the resolution was discussed.

One issue considered was the question of liability, of whether reopening sooner or other actions contrary to the Governor's "Restore Illinois" order could be a matter of litigation or a question for a business' insurance carrier to decide.

The Effingham County Board has a special meeting set for 4pm today to vote on the Back to Business plan.
