JB Pritzker\u2019s new Department of Early Childhood will begin the full scope of its work.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Posting unauthorized artificial intelligence images, including those sexual in nature, will be considered cyberbullying in schools.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Other laws include new reporting requirements at the Department of Corrections and the beginning of the Office of State Public Defender.<\/span><\/li>\n<\/ul>\n<p><i><span style=\"font-weight: 400;\">This summary was written by the reporters and editors who worked on this story.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">July 1 marks a second New Year\u2019s Day in Illinois as a new budget takes effect along with more than a dozen new state laws.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to the state\u2019s nearly <\/span><a href=\"https:\/\/capitolnewsillinois.com\/news\/pritzker-signs-nearly-56b-budget-with-new-business-taxes-as-he-seeks-3rd-term\/\"><span style=\"font-weight: 400;\">$56 billion fiscal year 2027 budget<\/span><\/a><span style=\"font-weight: 400;\"> being implemented and the 1-cent motor fuel tax increase being suspended for the remainder of the year, 14 news laws will go into effect on Wednesday.\u00a0<\/span><\/p>\n<p><b>Cocktails-to-go<\/b><\/p>\n<p><span style=\"font-weight: 400;\">A pandemic-era allowance is now law six-and-a-half years later. <\/span><a href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus?DocNum=618&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=158316&amp;SessionID=114\"><span style=\"font-weight: 400;\">Senate Bill 618<\/span><\/a><span style=\"font-weight: 400;\"> makes cocktails-to-go permanent.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Illinois lawmakers passed legislation during the pandemic that allowed restaurants and bars to sell cocktails and mixed drinks for pickup or delivery as businesses were closed to in-person customers. That will be allowed to continue permanently under the new law.\u00a0<\/span><\/p>\n<p><b>AI and bullying<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Posting unauthorized artificial intelligence images can be considered cyberbullying in Illinois schools under <\/span><a href=\"https:\/\/www.ilga.gov\/legislation\/billstatus.asp?DocNum=3851&amp;GAID=18&amp;GA=104&amp;DocTypeID=HB&amp;LegID=162743&amp;SessionID=114\"><span style=\"font-weight: 400;\">House Bill 3851<\/span><\/a><span style=\"font-weight: 400;\">. This includes posting or distributing sexual images. Creating sexual images of children can also be <\/span><a href=\"https:\/\/capitolnewsillinois.com\/news\/nearly-300-new-illinois-laws-take-effect-in-2025\/\"><span style=\"font-weight: 400;\">charged under the state\u2019s child pornography laws<\/span><\/a><span style=\"font-weight: 400;\"> under a law passed in 2025.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMany people are using AI to produce harmful materials, which has led to a whole new level of cyberbullying,\u201d Sen. Meg Loughran Cappel, D-Shorewood, who sponsored the bill, said in a statement. \u201cWe cannot let our laws fall behind technology. This legislation helps our state meet current challenges and ensures bullying via AI is addressed in the school code.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Illinois lawmakers have broadly sought to regulate artificial intelligence, including its presence in schools.\u00a0<\/span><\/p>\n<p><b>Department of Early Childhood<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The new Department of Early Childhood will officially launch on July 1, completing one of Gov. JB Pritzker\u2019s top priorities of his second term.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/ilga.gov\/legislation\/billstatus.asp?DocNum=1&amp;GAID=17&amp;GA=103&amp;DocTypeID=SB&amp;LegID=142592&amp;SessionID=112\"><span style=\"font-weight: 400;\">Senate Bill 1<\/span><\/a><span style=\"font-weight: 400;\"> to create the new agency passed the General Assembly with bipartisan support in 2024 and calls for consolidating a variety of early childhood services that are spread across multiple state agencies under one roof. Those include oversight and funding of preschools, childcare centers, home visiting and early intervention programs.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Pritzker tapped Teresa Ramos to direct the agency. She worked in childcare advocacy before joining the governor\u2019s office\u2019s education policy team.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Lawmakers appropriated $2.1 billion from the General Revenue Fund to the new agency in fiscal year 2027, which also begins July 1.\u00a0<\/span><\/p>\n<p><b>Contraband report<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The Department of Corrections will have to report more information about contraband in its facilities as the department continues to <\/span><a href=\"https:\/\/capitolnewsillinois.com\/news\/oversight-panel-oks-rule-on-digitized-prison-mail-in-illinois-with-new-changes\/\"><span style=\"font-weight: 400;\">face scrutiny<\/span><\/a><span style=\"font-weight: 400;\"> around substance exposures. <\/span><a href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus?DocNum=2201&amp;GAID=18&amp;DocTypeID=SB&amp;LegId=161926&amp;SessionID=114\"><span style=\"font-weight: 400;\">Senate Bill 2201<\/span><\/a><span style=\"font-weight: 400;\"> requires the department to annually report data about what contraband is found, where it was discovered, how it got into the facility, and any disciplinary action that was taken as a result.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also requires IDOC to report on medical responses and hospitalizations for staff members, including the cause.<\/span><\/p>\n<p><b>Statewide public defender<\/b><\/p>\n<p><span style=\"font-weight: 400;\">The bricks of the new <\/span><a href=\"https:\/\/capitolnewsillinois.com\/news\/lawmakers-moving-forward-on-public-defender-reform\/\"><span style=\"font-weight: 400;\">Office of State Public Defender<\/span><\/a><span style=\"font-weight: 400;\"> can begin being laid on July 1, as <\/span><a href=\"https:\/\/www.ilga.gov\/Legislation\/BillStatus?DocNum=3363&amp;GAID=18&amp;DocTypeID=HB&amp;LegId=161896&amp;SessionID=114\"><span style=\"font-weight: 400;\">House Bill 3363<\/span><\/a><span style=\"font-weight: 400;\"> requires an 11-member commission to be appointed by Oct. 1. The commission will identify the costs and funding sources to establish the Office of State Public Defender.
