{"id":2786,"date":"2025-01-20T15:29:41","date_gmt":"2025-01-20T21:29:41","guid":{"rendered":"https:\/\/thexradio3.com\/news\/?p=2786"},"modified":"2025-01-20T15:30:51","modified_gmt":"2025-01-20T21:30:51","slug":"sangamon-county-enters-agreement-to-end-doj-investigation","status":"publish","type":"post","link":"https:\/\/www.thexradio.com\/news\/local-news\/2786-sangamon-county-enters-agreement-to-end-doj-investigation\/","title":{"rendered":"Sangamon County Enters Agreement to End DOJ Investigation"},"content":{"rendered":"<div class=\"pdfprnt-buttons pdfprnt-buttons-post pdfprnt-top-right\"><a href=\"javascript: window.print()\" class=\"pdfprnt-button pdfprnt-button-print\" target=\"_self\" ><img decoding=\"async\" src=\"https:\/\/www.thexradio.com\/news\/wp-content\/plugins\/pdf-print\/images\/print.png\" alt=\"image_print\" title=\"Print Content\" \/><span class=\"pdfprnt-button-title pdfprnt-button-print-title\">Print<\/span><\/a><\/div><p>By BETH HUNDSDORFER<\/p>\n<p>Capitol News Illinois <br \/><a href=\"mailto:bhundsdorfer@capitolnewsillinois.com\">bhundsdorfer@capitolnewsillinois.com<\/a>&nbsp;<\/p>\n<p>Sangamon County, its sheriff\u2019s office and its central dispatch system on Thursday announced an agreement with the U.S. Department of Justice to resolve an investigation spurred by the shooting of Sonya Massey.<\/p>\n<p>Massey, an unarmed Black woman who was experiencing a mental health crisis, was shot in her kitchen by Sangamon County Deputy Sean Grayson who responded to Massey\u2019s 911 call about a prowler outside her home near Springfield.&nbsp;<\/p>\n<p>\u201cThe death of Sonya Massey was a terrible tragedy for a woman experiencing a mental health crisis, her family, and the entire Sangamon County community,\u201d said Assistant Attorney General Kristen Clarke of the Justice Department\u2019s Civil Rights Division. \u201cThis agreement reflects Sangamon County\u2019s commitment to instituting reform and taking action that will help improve public safety and restore trust with the community in the road ahead.\u201d<\/p>\n<p>In recent weeks, the DOJ Civil Rights Division announced the conclusion of investigations not only in Sangamon County, but also of police departments in Trenton, New Jersey; Memphis, Tennessee; Worcester, Massachusetts; and Mount Vernon, New York, as well as the Louisiana State Police.<\/p>\n<p><strong>Read more:<\/strong> <a href=\"https:\/\/capitolnewsillinois.com\/news\/in-wake-of-massey-shooting-sangamon-county-target-of-doj-investigation\/\">In wake of Massey shooting, Sangamon County target of DOJ Investigation<\/a><\/p>\n<p>The agreement resolves the investigation into Sangamon County and its sheriff\u2019s office and dispatch system that was <a href=\"https:\/\/capitolnewsillinois.com\/news\/in-wake-of-massey-shooting-sangamon-county-target-of-doj-investigation\/\">officially launched by DOJ<\/a> in November into alleged discriminatory practices on the basis of race and disability by police and dispatching services.&nbsp;<\/p>\n<p>It specifically states the DOJ did not find evidence that the county, the sheriff\u2019s department or central dispatch discriminated in providing services, and the county did not admit any liability by entering into the agreement.&nbsp;<\/p>\n<p>The agreement states the sheriff\u2019s office will continue to work with Memorial Behavioral Health Center in Springfield to provide mobile crisis team services, including sending teams to mental health calls either with police or on their own, depending on the call circumstances.<\/p>\n<p>The sheriff\u2019s department agreed to review the accuracy and reliability of the current process for collecting and analyzing demographic data and make any necessary improvements.&nbsp;<\/p>\n<p>Under the agreement, dispatchers and deputies will receive training to identify people experiencing a behavioral health crisis and how to relay that to the responder. The training will also include suicide intervention and de-escalation techniques.<\/p>\n<p>The county also agreed to designate a person to review citizen complaints within 90 days. The Justice Department also requested it receive information on those citizen complaints as well as the status of the training within 90 days.&nbsp;&nbsp;<\/p>\n<p>Sangamon County formed the \u201cMassey Commission\u201d made up of local residents after the shooting to address inequities in policing and other county services. The agreement states that the county, the dispatch system and sheriff\u2019s department will review recommendations made by the commission.&nbsp;<\/p>\n<p>\u201cWe are pleased that there has been swift action and we look forward to reviewing the details of the agreement,\u201d Massey Commission Chair Jo Ann Johnson said in a news release following the announcement. \u201cThe agreement does acknowledge the work of the Massey Commission and asks the county to work collaboratively with us to incorporate our recommendations.\u201d&nbsp;<\/p>\n<p>Under Sangamon County\u2019s agreement with the DOJ, the county has one year to implement the necessary changes.<\/p>\n<p><strong>Read more:<\/strong> <a href=\"https:\/\/capitolnewsillinois.com\/news\/grayson-to-remain-jailed-as-state-supreme-court-considers-release-request\/\">Grayson to remain jailed as state Supreme Court considers release request<\/a><\/p>\n<p>Grayson was fired after he was charged with first-degree murder, aggravated battery with a firearm and official misconduct charges. He remains in Macon County Jail, awaiting word on whether the Illinois Supreme Court will decide, based on the state\u2019s new SAFE-T Act, to release him until trial.&nbsp;<\/p>\n<p><em><a href=\"https:\/\/capitolnewsillinois.com\/\">Capitol News Illinois<\/a>&nbsp;is a nonprofit, nonpartisan news service that distributes state government coverage to hundreds of news outlets statewide.
