The design work will cost $56,000. Also approved was a contract with Farnsworth Group of Effingham for design of a water main relocation for Fayette from Banker Street to Long Street. That work will cost $97,000.<\/p>\n<p>Council members approved a Downtown\/Southtown Business Area Redevelopment Program Agreement with Brian Henning for redevelopment of Full Circle Realty on Jefferson Avenue downtown. The redevelopment project will cost just over $10,000, with the City&#8217;s share of the project cost just over $2,600. The Council also approved the annexation of more than a dozen residential lots known as River Ridge Subdivision. The subdivision is on the west edge of Effingham, north off Route 40 and next to the city water treatment plant, and is being developed by Todd Kabbes. The City earlier approved a property exchange between Kabbes and the City, and the parcel acquired by the City was also annexed into the city.<\/p>\n<p>The Council amended the appointment of Special City Attorney Michael Lowenbaum, reflecting his change to a different law firm, and reflected a change in police officers, reducing the number of lieutenants from three to two and the number of patrolmen from 18 to 19.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Effingham City Council members approved engineering work related to the second phase of the Fayette Avenue reconstruction project.
