The library paid down the mortgage over more than 10 years since purchasing the former First National Bank of Effingham building. 5th\/3rd Bank had utilized the building before completing their current facility at 3rd and Jefferson. Meanwhile, the library acquired the 3rd Street location as part of its relocation from the Helen Matthes Library location on Market Avenue.<\/p>\n<p>The library board discussed the budget process including completing strategic planning and a capital improvement plan. Library Director Amanda McKay suggested to the Board that an outside consultant be secured to assist in the planning process. McKay said the final version of the capital improvement plan could be completed in January.<\/p>\n<p>Board members also reviewed new public library standards as developed by the Illinois Library Association. McKay said both staff and board members will review the standards and whether grant funds are needed to implement any changes.<\/p>\n<p>The Board approved a revised genealogy agreement, canceled the Board&#8217;s December meeting, and paid the December with a review in January since the December meeting was canceled.
