Trustee Larry Lilly reported that revenue is down, but that careful management of expenditures has the college in the black fiscally.<\/p>\n<p>The college&#8217;s Effingham and Effingham facilities manager Jerry Tkachuk said that the college is completely out of the Kluthe Center and that the Regional Office of Education is moved into the building.
