(Capitol News Illinois photo by Andrew Adams) <\/span><\/em><\/p>\n<p><span style=\"font-weight: 400;\">SPRINGFIELD \u2013 More than 150 bills moved through the General Assembly in the final week of the legislative session and will make their way to the governor, including measures touching on drug approval, college admissions and foster placement.<\/span><\/p>\n<p><a href=\"https:\/\/ilga.gov\/legislation\/BillStatus.asp?DocNum=3637&amp;GAID=18&amp;DocTypeID=HB&amp;LegID=162378&amp;SessionID=114&amp;SpecSess=&amp;Session=&amp;GA=104\"><span style=\"font-weight: 400;\">House Bill 3637<\/span><\/a><span style=\"font-weight: 400;\"> aims to protect medical providers who prescribe drugs that were previously approved by the U.S. Food and Drug Administration but had the approval revoked, provided the drug is still recommended by the World Health Organization.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill is part of a larger trend of blue states adopting \u201cshield\u201d laws \u2014 legislation guaranteeing the legal backing of medical providers from federal and interstate litigation, typically over abortion medications or vaccinations.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">HB 3637 is sponsored by Rep. Dagmara Avelar, D-Romeoville, and has more than two dozen co-sponsors. Under the bill, if the FDA pulled its approval of a drug any time after Jan. 1, 2025, it can&#8217;t be considered \u201cadulterated\u201d as long as it\u2019s still recommended by the WHO.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis current administration has made it very clear that there are certain drugs that they would like to pull approval from,\u201d Avelar said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">When a drug is considered adulterated, that means it\u2019s generally not normal or made to \u201cconform with good manufacturing practice,\u201d like an FDA approved drug. Doctors, nurses and other medical providers can lose their licenses for providing adulterated drugs.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But the bill would make it so the providers would not be subject to the penalties provided in law for prescribing such drugs.\u00a0<\/span><\/p>\n<p><b>Read more:<\/b> <a href=\"https:\/\/capitolnewsillinois.com\/news\/lawmakers-unveil-55b-spending-plan-with-just-1-day-left-to-pass-it\/\"><span style=\"font-weight: 400;\">Lawmakers unveil $55B spending plan with just 1 day left to pass it<\/span><\/a><\/p>\n<p><span style=\"font-weight: 400;\">The law also includes provisions that the Department of Financial and Professional Regulation can\u2019t revoke or suspend the ability to practice medicine from a slew of medical professions based solely on the person\u2019s license, registration or permit status.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Speaking in opposition, Rep. Bill Hauter, R-Morton, a practicing physician, said it was dangerous to base a drug\u2019s safety on a WHO recommendation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt&#8217;s not just for a small amount of drugs here, it\u2019s for all the drugs,\u201d Hauter said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rep. Jackie Haas, R-Kankakee, also voiced concerns about whether insurance companies and Medicaid would cover non-FDA approved drugs when they\u2019re prescribed to patients.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill language does not touch on the formula for Medicaid or any requirements about what insurance companies must cover. However, Medicaid is required to cover the cost of any FDA-approved drug.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill passed the House 76-39, cleared the Senate 38-19 and awaits the governor\u2019s signature.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Automatic university enrollment<\/b><\/p>\n<p><span style=\"font-weight: 400;\">If signed by the governor, a bill would mandate high school seniors and community college students automatically be offered enrollment to all state schools for which their GPA qualifies them.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bill does not change universities\u2019 and colleges\u2019 GPA standards or admission requirements. Schools can revoke a student\u2019s automatic admission if, after reaching out to the student, they discover they don\u2019t meet other eligibility requirements.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The main sponsor of <\/span><a href=\"https:\/\/ilga.gov\/legislation\/BillStatus.asp?DocNum=3522&amp;GAID=18&amp;DocTypeID=HB&amp;LegID=162210&amp;SessionID=114&amp;SpecSess=&amp;Session=&amp;GA=104\"><span style=\"font-weight: 400;\">House Bill 3522,<\/span><\/a><span style=\"font-weight: 400;\"> Katie Stuart, D-Edwardsville, said the state wants to encourage students not to leave Illinois for other institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEvery student who is what we \u2013 I don&#8217;t love the term \u2013 but college material, for lack of a better term, knows the opportunities that they have in higher education in the state of Illinois,\u201d Stuart said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If it becomes law, the Illinois Board of Higher Education and the Illinois Community College Board would start the program during the 2027-28 school year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It passed the House by a vote of 103-10.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b>Foster placement excluding traffickers<\/b><\/p>\n<p><span style=\"font-weight: 400;\">A bill clarifying that the Department of Children and Family Services can\u2019t place children in a household with anyone who has a history of human trafficking or sex trafficking is one step away from becoming law as well.<\/span><\/p>\n<p><a href=\"https:\/\/ilga.gov\/legislation\/BillStatus.asp?DocNum=0871&amp;GAID=18&amp;DocTypeID=HB&amp;LegID=156549&amp;SessionID=114&amp;SpecSess=&amp;Session=&amp;GA=104\"><span style=\"font-weight: 400;\">House Bill 871<\/span><\/a><span style=\"font-weight: 400;\"> cleared both chambers without opposition. Its chief sponsor Amy Briel, D-Ottawa, said it was brought forward because of an incident in her district.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, House Republicans pointed out that a bill with the same intention, <\/span><a href=\"https:\/\/ilga.gov\/legislation\/BillStatus.asp?GA=104&amp;DocTypeID=HB&amp;DocNum=4095&amp;GAID=17&amp;SessionID=112&amp;LegID=150090\"><span style=\"font-weight: 400;\">House Bill 4095<\/span><\/a><span style=\"font-weight: 400;\">, was introduced in a previous General Assembly by Republicans. Their draft came after a report was published by <\/span><a href=\"https:\/\/www.cbsnews.com\/chicago\/news\/dcfs-teen-girl-pimp-foster-parent\/\"><span style=\"font-weight: 400;\">CBS News Chicago<\/span><\/a><span style=\"font-weight: 400;\"> about DCFS placing a 16-year-old sex trafficking victim with a 24-year-old man with sex trafficking charges.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While the current bill and previous bill were similar, the previous bill would have amended one law. Briel\u2019s bill would amend two laws \u2013 the Child Care Act of 1969 and the Children and Family Services Act.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rep. Steve Reick, R-Woodstock, and the old bill\u2019s sponsor Rep.
