World swimming’s governing body, FINA, adopted a new policy Sunday that effectively bans transgender women from completing in women’s events, allowing only swimmers who transitioned before age 12 in woments events.

The policy goes into effect as of today. The members voted 71.5 percent in favor of the policy after hearing presentations from an athlete group, a science and medicine group, and a legal and human rights group. FINA also proposed an “open competition category.”
