Another Opportunity for Rental Assistance Available

The Illinois Housing Development Authority (IHDA) recently offered a rental assistance application period for those whose incomes have been negatively impacted due to COVID and are at least 30 days behind in rent. 

The program is called the 2021 Illinois Rental Payment Program and launched May 17, 2021. This landlord-led application process for the Illinois Rental Payment Program is now closed. Joint applications initiated by landlords prior to Tuesday, June 8, 2021 will remain accessible to landlords and tenants and may be completed until 11:59 p.m. on Sunday, June 13, 2021.

NEW: The Illinois Housing Development Authority (IHDA) just released information about an opportunity for tenants whose landlords did not start an application. An additional application period for these tenants applying directly for rental assistance will open at 9 a.m. on Monday, June 28, 2021. Tenants have until 11:59 p.m. on Sunday, July 18, 20218 to complete their portion of the application.

Once available, the applications will be available on the IHDA website at www.ihda.org.

Tenant application requirements will/may include:

- Valid and accessible email address
- Illinois resident and this is the primary residence
- Rent is behind by at least 30 days
- Suffering financial hardship due to COVID
- Government-issued photo ID
- Proof of address
- Proof of 2020 household income (must be below 80% of the area median income)
- Proof of public assistance (if applicable)
- Monthly rent amount and past-due rent amount

The Effingham County Case Managers will offer assistance completing those applications.

The IHDA is still working on providing all of the information for this new opportunity and how it works. For more information and to stay up-to-date, visit the Effingham County Case Manager at the Effingham Public Library Monday through Thursday, 9 a.m. to 1 p.m. and Thursdays from 4 p.m. to 6 p.m.. 

The Case Manager is also available to assist with finding your stimulus, help with unemployment issues as well as help applying for food stamps, Medicaid and other state and federal programs. This is a free service and service is offered on a first come, first served basis.
