A Mode resident has been arrested on drug and theft charges.

53-year-old Kenneth Shuff was at a local tavern early Sunday morning when Effingham city police got a call that Shuff was acting strangely and stealing items from other patrons.

City police chief Mike Schutzbach said when police reached the scene, they found Shuff locked inside his car with the coats of other patrons he had allegedly taken.  Schutzbach said Shuff was also found to be in possession of methadone.  It's alleged he was trying to sell some of the methadone to other tavern patrons.

Shuff initially refused to get out of his car but police eventually took him into custody.

Shuff was arrested on counts of possession of controlled substance, possession with intent to deliver the substance, felony theft and resisting or obstructing a peace officer.  During a brief court appearance Monday, Shuff's bond was set at $100,000.  He was denied the use of a public defender due to assets he has available.
