Effingham Public Library board members this week approved changes to the library's registration requirements and borrowing privileges policy.

The change involves the creation of an eResources only card. The card, which will cost $100/year, will allow the patron access to online materials to download.

The Board changed its meeting room policy to begin charging tax-exempt groups. The fee will be $25 to use the Luttrell Room and $50 to use the Workman Room. Government entities using a room for official business can still use a room at no charge. The charge covers the costs of set-up and tear-down before and after meetings.

Board members found that this year's Personal Property Replacement Tax revenue totals triple what was projected. The Board decided to move ahead with installation of security gates to address theft of materials.

The Board reviewed the tentative budget for the coming fiscal year and will work to return the line item for materials back to pre-pandemic levels. Also, there was a review of facility usage and available staffing. In cases where illness doesn't allow a suitable number of staff members on a given day, the library might close early that day.

Also discussed was a potential linkage agreement between the library and local law enforcement when patrons need specialized assistance. The program might run in conjunction with services offered by Hour House in Charleston. The matter is still in the talking stages at this point.
