Plan Commission Has Busy Night

The Effingham City Plan Commission had a busy meeting Tuesday night.

Commissioners approved a site plan for an expansion of J and J Ventures at their location in the City Business Park at 1400 South Raney Street. The project will involve a 6,000 square foot addition to the east end of the original building. 

A site plan was also approved for Northwinds Apartments, to be developed along N. 4th Street near Rickelman Avenue. 

The first phase of the project will involve the construction of four buildings with eight apartment units in each building. Eventually, the complex will involve 16 buildings with eight apartment units in each building. The complete complex will include a playground, pickleball courts, a dog park and a walkway around the entire complex. The project will involve one- and two-bedroom apartments of different dimensions.

Three public hearings were also held. One involved a special use permit for Chet Kiefer and Kiefer Solutions at 3110 S. Banker Street. The project will involve mini-warehouses for the storage of motor homes, boats, cars, trucks...anything with wheels, according to Kiefer. The project will involve the current Kiefer site and a two-acre tract to the east.

Another special-use permit was recommended for approval, also involving mini-warehouses for storage of many of the same items as the Kiefer project. This project is being developed by the Rosemary and Frederick Niebrugge Trust along Rickelman Avenue. The development is east of the proposed Northwind Apartments complex along Rickelman Avenue.

Also recommended for City Council approval was a rezoning sought by Keith and Jill Hartman for property along Blohm Avenue and Veterans Drive. The Hartmans are seeking a rezoning from non-urban to Class R-3B, two-family duplex district.
