The Effingham City Plan Commission recommended the City Council approve a special-use permit for a child care facility on the northeast part of the city.

Montessori Kids Universe would be located in the former Yellow Book building in East Point Center at 2201 North Willenborg Street. The center could accommodate up to 155 children and could benefit the parents of school-aged children who work in that part of town.

The Commission also recommended the rezoning of a building owned by Brandt Investments, immediately north of the Unit 40 office building. The building would be rezoned from M-1 light industrial to B-2 general commercial. The B-2 zoning would permit development of the upper floor of the building into apartments or suites.

Plan Commission members approved a site plan for an expansion of the John Boos and Company metal plant. The 91,460 square foot addition would be on the north side of the plant.

Commission members also recommended Council approval of a fourth addition to Cross Pointe Subdivision. The addition would include the existing cell tower along the east side of Outer Belt West and a proposed tower to hold the antennas now on the tower immediately south of Menard's including the antenna for KJ Country 102.3. The Commission also recommended Council approval of a second addition to Thies Commercial Subdivision, which involves the expansion at John Boos and Company.
