26-year-old Joseph M. Wrischnik of Effingham was in court Wednesday for his initial appearance on the arson charge stemming from a fire that totaled an apartment building on South 4th Street in Effingham.

Judge Allan Lolie set bond for Wrischnik at $50,000 and scheduled his first appearance in court with counsel for November 18.

In his remarks on the Judici website, Judge Lolie wrote that Wrischnik was not very responsive and seems confused. While scheduling the hearing on the 18th, Lolie also wrote that a "likely fitness motion" may also be on the docket.

Wrischnik is being held in Effingham County Jail.
