It came the day after President Obama's State of the Union speech, but Effingham Mayor Merv Gillenwater's "State of the City" address to the Effingham Noon Rotary Club was considerably more upbeat than the president's message.

The Mayor shared that City sales tax revenue was up for the first three quarters of the fiscal year compared to one year earlier, and that the number of white collar and blue collar jobs in Effingham has grown.

Gillenwater also discussed the commercial and industrial projects that have been undertaken in Effingham since he became mayor, and reviewed capital improvement projects completed or now underway.

Roger Marshall served as Rotary weekly program chairman.

The Rotary weekly student guest was Haley Tarr, the daughter of Hal and Tiffany Tarr and a senior at Effingham High School.
