Park Board Passes Annual Bond Ordinance

Effingham Park Board commissioners have voted to sell up to $550,000 in bonds to finance park improvements. The bulk of the revenue generated, though, will be used to make the annual debt certificate payment on the Workman Sports and Wellness Complex.

$490,000 of the funds generated will cover the debt certificate payment.

The $60,000 balance will be used to complete work at Harmony Playground, and repairs to the Kluthe Memorial Pool. After leaks were discovered and repaired at the pool last year, cosmetic work including painting will take place this year.

The next significant addition to the Park District will be a dog park, to be located immediately east of Harmony Playground in Evergreen Hollow Park. Park District Director Jeff Althoff said the group meeting on the design of the dog park should have its work finalized within the month. Althoff said work will also have to be completed on gathering the costs of pathways, water fountains and other accessories at the dog park. Once costs are firmed up, a fundraising effort will follow.

Althoff stressed that once the dog park is completed, that will be the place where people should take their dogs. He said many residents who utilize the parks to exercise their dogs are conscientious and pick up after their pets. Some don't though, even after the Park District has placed dog stations in several locations in the parks. He is hopeful the completion of the dog park will be the end of that problem.

Some of those involved in the Impact 2030 effort in the community are working on the dog park project, which has been envisioned by Althoff and others for several years. Althoff said the Workman Complex and then Harmony Playground have moved ahead of the dog park on the priority list, but the dog park can now be pursued.

During the monthly report on Workman Complex activities, it was shared that membership is up slightly, and that the Route 66 Challenge has been well-received. Youth basketball at the complex is nearing its completion, as well.
