The Effingham City Plan Commission recommended approval of four items this week to the Effingham City Council.

One item is a plat of the fourth addition to Crossroads Center Subdivision off Avenue of Mid-America. Two buildings there are now in one lot. The owners are requesting the buildings be placed in separate lots.

Three public hearings were held. One concerned a rezoning request by Lindsey Miller for the lot on the northeast corner of Temple and Third to R-4 zone. The change would allow Miller to operate a single-chair beauty salon in the building while retaining the appearance of the home it's now used for.

The other two matters were text amendments to items in the City Code. One matter concerns recreational vehicles in an effort to make sure someone doesn't try to use a RV as a residence. Among the changes, water and sewer hookups would not be permitted and power could not be connected more than seven days before or seven days after a trip.

The other matter concerns where an animal kennel could be located. The change would allow a kennel to be located in a B-2, or general commercial zone with a special use permit. There would be a maximum of 20 small animals at a time at the kennel.

The Council could act on the recommendations as soon as next Tuesday's meeting.
