Windsor Man in Custody After Shooting

A 62-year-old Windsor man has been charged with aggravated battery with a firearm in the shooting of another Windsor man over the weekend.

Robert A. Fraker made his initial court appearance Monday and was formally charged with the Class X felony offense. Fraker's bond was set at $500,000.

Windsor police report they responded to a report of shots fired in the 1000 block of Indiana Avenue at 7:14pm Saturday. Officers found a white male with gunshot wounds to his lower abdomen. The victim was transported to Carle Foundation Hospital in Urbana and his condition was stable at last report.

An individual who said they were an eyewitness to the incident identified Fraker as the suspect. A firearm was located in the vicinity of Fraker's location. 

The motive for the shooting is believed to be a long-standing grudge Fraker and the victim have against each other. The victim's name has not been released by police.

Fraker was initially arrested on the aggravated battery count and on a charge of attempted murder, but was only charged with the aggravated battery offense.

Agencies assisting Windsor police in the investigation were the Shelby County Sheriff's Department, Moultrie County Sheriff's Department, Findlay Police Department, and Illinois Department of Natural Resources Conservation Police.
