Former CSS Staffer Gets Prison Time for Theft of Funds

A former employee of Community Support Systems has been sentenced to a 10-month federal prison term for Federal Program Theft.

Thomas "Tom" Draper worked on IT matters for CSS. Draper was found guilty in the US Department of Justice for the Central District of Illinois. CSS obtained federal grant funds for various programs during the period from 2012 to early July 2016. Draper pleaded guilty to obtaining by fraud money and property during some or all of that period.

Draper pleaded guilty in July. His prison term is to begin September 13.

In addition to the prison time, Draper was ordered to make restitution of $74,666.92. 

CSS Executive Director Andy Kistler issued a statement that his agency is "pleased with the outcome." Kistler said the conviction is the "culmination of a 22-month collaborative effort between CSS and several local, state and federal law enforcement agencies."

The statement continues, "The actions of Mr. Draper are not reflective of the competent, compassion-driven dedicated staff at Community Support Systems. For nearly 60 years, CSS has earned the distinction of being a high-quality, results-oriented human service provider. Families, friends and program participants can continue to trust and support CSS without hesitation or concern. Community Support Systems remains steadfast in its mission to secure for all people with disabilities the opportunity to choose and realize their goals of where and how they live, learn, work and play."
