Effingham County Board Chairman Jim Niemann served as guest speaker at the October 4 meeting of the Effingham Noon Rotary Club.

Niemann shared about the fiscal aspects of county government as well as how board committees meet to discuss in advance the issues that eventually make it to the full Board for a vote.

Niemann, a retired 30-year police officer, was elected to the Board in 2010 and was chosen Board Chairman in 2012.

Rotarian John Maguire, also a city police officer, served as Rotary weekly chairman.

The Rotary weekly student guest was Meredith Kull, a senior at Effingham High School and the daughter of Steve and Becky Kull.
