Effingham Woman Jailed on Three Charges

Anna E. Tipsword, 32, of Effingham was given citations Wednesday, December 21 by Effingham City Police. Tipsword was cited for bringing contraband into a penal institution, possession of a controlled substance-heroin, and operating an uninsured motor vehicle.

Tipsword was still in jail as of Thursday morning.
