Plan Commission Recommends Development Along Hendelmeyer Avenue

Local developer Keith Hartman modified his original proposal twice, and the third time could be the charm as far as a proposed development along Hendelmeyer Avenue.

The Effingham City Plan Commission voted Tuesday night to recommend the rezoning of 10 lots along Hendelmeyer from non-urban to single-family residential, and the rezoning of two lots along Hendelmeyer from non-urban to multiple dwelling district.

The City Council has the final word on the two rezonings.

Hartman originally sought the rezoning of the property for 44 units of multi-family development, then returned with a proposal for 32 units of multi-family. Both were recommended for denial.

Tuesday, Hartman brought a proposal for 10 single-family homes and two lots that will be developed with 16 owner-occupied condominiums. The Plan Commission endorsed the proposal, saying Hartman has worked to address concerns.

There were still objections from nearby residents over increased traffic, more vehicles backing out onto Hendelmeyer and concerns that drainage problems might be created.

There were no dissenting voices heard on either voice vote on the rezoning questions.

The Commission also recommended approval of a plat of the affected property, that would be known as Park Ridge Subdivision.

Commission members also recommended approval of a plat of the first addition to Medical Center Subdivision. The property will house an addition to the Effingham Medical Center for an ambulatory care facility for HSHS St. Anthony's Memorial Hospital.
