Plan Commission Recommends Rezoning for Assisted Living Facility

The Effingham City Plan Commission Tuesday voted to recommend the City Council rezone property for a multi-family assisted living facility.

Willowbrook Development would like to open a care facility just east of two Willowbrook facilities along the north side of Veterans Drive. The building would be built where the former home of James and Teresa Coleman is located, north across the street from Slate Creek Apartments.

Under the proposal, the property would be rezoned from non-urban to multiple dwelling district.

The Plan Commission also recommended the Council approve a plat of the entire tract bounded by Hendelmeyer Avenue on the north and the new Blohm Avenue on the south and extending east to Woodland Heights Subdivision. While the property for the assisted living facility is in one lot, the remainder of the property is in one other lot.

The Plan Commission also recommended the Council approve a plat of property owned by Greg Lilley along the north side of Temple Avenue. A house that had been on the property has been removed. Lilley would like to build an attached single-family dwelling; in other words, two residences joined by a common wall. The rezoning question was not addressed Tuesday.
