Arrest Made in Hit and Run Involving Flagger

We told you in Tuesday's news about a flagger in a construction zone being hit by a vehicle that left the scene on Effingham's north side.

An arrest has been made in the incident.

City police arrested 20-year-old Zane Alan Smart of Strasburg on counts including resisting arrest, aggravated assault with a motor vehicle, aggravated battery with a motor vehicle, duty to render aid, failure to report an accident with personal injury, improper lane usage, disobeying a traffic control device.

Smart was in Effingham County Jail at last report.

The flagger, 50-year-old Bret Collman of Ramsey, was working in the construction zone along North Route 45, north of Technology Drive, when the incident occurred at 3:44pm Monday.

Collman was injured, but refused treatment.
